S.C.S.O. Blotter and Booking Report - Feb. 11

Last week's Stephens County Sheriff’s Office incidents and arrests reports include a terroristic threats arrest at the courthouse annex and a double charge of aggravated stalking in connection with a violation of a family violence order.

(This week’s Stephens County Blotter and Booking Report covers two weeks, as this is our first SCSO report - typically, each week’s SCSO Blotter and Booking Report will include incidents and arrests from the prior 7 days, unless otherwise noted on a specific report.)



Incident: Deputy responded to Oak Valley Road and Harbert Valley in response to a motor vehicle accident. Arrest: Franco, Jacob, 22 – Failure to report accident, too fast for conditions/prima facie speed

Incident: Deputy conducted traffic stop on West Currahee.

Arrest: Banks, Thomas A., 25 – Driving while licenses suspended or revoked.


Incident: Deputy responded to Jade Drive about a verbal dispute

Incident: Possible TPO (Temporary Protection Order) violation was reported.

Arrest: Prosser, Elliott C., 55, Aggravated stalking (2 counts), violation of family violence order


Incident: Deputy responded to Stephens County Courthouse Annex in response to a report of a suspicious person.

Arrest: Webb, Nathan P., 39 – Terroristic threats and acts

Incident: Deputy responded to the Dollar General off of Collins road in reference to a theft.

Arrest: Wynn, James T., 26 – Theft by taking (felony)


Incident: Deputy responded to Pine Tree Road in reference to a dispute


Incident: Deputy assisted the Georgia State Patrol with a safety check that resulted in an arrest.

Arrest: Barnett, Jermaine J., 22 – Possession of Marijuana, possession and use of drug related object(s)

Incident:Deputy responded to Buena Vista Dr in reference to disturbance call.


Incident:Deputy dispatched to 266 Cawthon Road in reference to a possible theft.

Booking Report

Arrest details of Inmates processed into the Stephens County Jail each week who were arrested by the Stephens County Sheriff’s Office or the Toccoa Police Department will be included in the weekly Blotter for those agencies. Detainees booked at the Stephens County Jail arrested by the Georgia State Patrol (Toccoa, Hartwell or other) or other agencies will be published in Connect Local’s Booking Report.

Barnard, Chase Alden, 24, of Toccoa - driving while license suspended or revoked (misdemeanor), failure to maintain insurance, knowingly driving motor vehicle on suspended, canceled, or revoked registration, failure to have license on person (GSP-T)

Bugulrow, Peter Jay, 62, of Cornelia - driving under the influence – alcohol, failure to maintain lane, following too closely (GSP)

Fleeman, Jacob Steven, 32, of Toccoa - driving under influence drugs/alcohol, not applying for a new license within 60 days of a change of name or cha of address , failure to report accident failure to maintain lane (GSP-T)

Gray, Zachatte Germark, 40, of Athens – city charges (2) (GSP-T)

Howell, Christopher, 35, of Toccoa – city charges (2) (GSP-T)

Listed charges are alleged crimes - all individuals are innocent until proven guilty in a court of law.
